Critical Project Services provided Project Executive, Project Management, and Electrical Superintendent support for the design and construction of a new greenfield, 250,000 SF / four-story, Tier III data center and strategic planning for up to eight additional data centers throughout mainland China. Each facility contains three data hall floors with a critical load of 2.4-MW per floor (7.2 MW total critical load) as well as a front-end system for utility introduction to the facility, office and ancillary space, and disaster recovery and occupied office space. The data center utilized a highly efficient airside economization system for increased HVAC efficiency.

Total project budget was approximately $85 million per site. Each site was scheduled to complete the design in a period of 12-16 weeks, depending on the site. The shell on each site was scheduled to be completed in 26-30 weeks, and the MEP / Data Center fit-out was scheduled to be completed in 16-20 weeks per site, depending on the specific site. Through schedule overlap and coordination, the overall schedule was kept to a duration of less than one calendar year.

CPS was successful in reducing the initial budget of the project by over 30% through a redesign effort. The effort did not substantially affect the schedule of the project, and also increased overall data center reliability and efficiency.

Critical Project Services was contracted by The Allegiant Group of Houston, TX to implement a multi-phased program to provide a new 1,000 SF Tier III data center for the Office of the Prime Minister of Angola. The DC project included a Virtual Conferencing Center, offices, work rooms, critical equipment courtyard and electrical infrastructure upgrades. Our mission was to work with Allegiant’s in-country operations (Tecnol) and produce the following deliverables –

Phase 1

Representatives of CPS performed an exhaustive site evaluation of the area to be utilized for the new DC at an existing building in Luanda, Angola. The facility was evaluated for mechanical / electrical upgrades, the physical envelope status, related architectural requirements, and logistical issues to support the installation of the critical MEP equipment. CPS collaborated with facility end users to gain a perspective on what the infrastructure needs were from a peak demand and daily consumption standpoint. In-country design / construction partners were consulted to define scope and their capacity to perform due to the extremely aggressive schedule and constraints for operating within Angola. From the information collected during the Needs Assessment, CPS developed and delivered the preliminary design, the schematic budget, and a schedule that outlined the steps necessary to deliver a commissioned data center in the requested timeframe of eight weeks in-country.

Phase 2

The Implementation Plan required multiple parallel paths performed by teams in the US and Angola to achieve the goal.

Phase 3

Phase 3 – CPS, in conjunction with Tecnol, led the effort to successfully coordinate the installation of new utility medium voltage transformers, a 2N generator lineup, a 2N UPS system, and a 2N DX-based CRAC/HVAC system. A new VESDA system and FM-200 fire-protection system were installed and were integrated into a web-based monitoring system. The construction phase was made possible by collaboration and integration of a team of 15 professionals from the United States and another 15 design and engineering professionals from the local community of Luanda. Country nationalities represented in the project were: Angola, USA, Portugal, China, Brazil, Namibia, Spain, Egypt, Lebanon, South Africa, Mozambique and Norway.

From the entry point into Luanda to the successful testing of all equipment, an eight-week schedule was maintained. The new data center facility was the first constructed with a Tier III infrastructure in the country and is now the model of data center construction for the country.

The schedule was further complicated by a three week break in observance of the Christmas and New Year’s Holidays and for the Cup of Central African Nations soccer tournament, which was hosted by Angola. This was truly a phenomenal achievement by Tecnol and our partner, Critical Project Services.”
